Eric Rowell	fbcc5814f2	removed ^ from package.json file. Removed throttling support for mousemove and touchmove for now. It doesn't appear to have helped performance on Anton's device, so I don't want to leave it in if it's not making much of a difference. I've bumped up the next release to v4.7.0 because this is a relatively big mind shift in how the framework works, and it's a big enough API change to warrant a minor update.
